Part One: About Notarization 

 

 

1. Question: What is Notarization?

Answer:

Notarization means an act performed by a notarial institution, upon the application of a party concerned, such as certifying the authenticity and legality of a legal act, a document or a fact of legal significance according to the statutory procedures.

 

2. Question: What is the principle of notarization?

Answer:

A Notary Office shall Comply with the Law and shall Stick to the Principle of Objectiveness and Impartiality when Performing Notarial Acts by Law.

 

3. Question: What documents or certificates commonly have to be notarized?

Answer:

The four types of documents listed below are the most commonly notarized.

  • Certificate of Degree

  • Diploma Certificate

  • Transcripts

  • Non-Criminal Record

 

4. Question: Why do I have to notarize my documents?

Answer:

  • Notarization is to ensurethe Authenticity of your Chinese Documents or Certificates (Hereinafter referred to as Documents), and to make your Documents much more Valid and Credible in Law with translation and notarization.

  • Notarial Certificates are usually required when you pursue further study or look for a job in your home country or in the third country.

 

5. Question: What is the purpose of providing such service?

Answer:

Tianjin Education Association for International Exchanges, Tianjin Beifang Notary Public Office and IEBC Enterprise Group launched this service jointly at the end of Y2019 in order to provide with conveniences for international students and foreign expats who are studying or living in Tianjin, when you are going to apply for notarial Certificates or authentication of your documents. Pls feelfree to contact us if you encounter any of below circumstances.

 

  • If you are stuck in your home country during COVID-19 Pandemic Period.

  • If you do not have idea what you should do for application.

  • If you have difficulties in communicating with service staff at the Notary Office.

  • If you cannot go for on-site application in person.

  • If you would have not got your Certificate of Degree when you were about to go back to your home country after graduation.

 

6. Question:I am not inTianjin currently. Can I notarize my documents without showing-up at the notaryoffice?

Answer:

Yes, we can notarize your documents on behalf of you with your authorization letter and all required documents.

 

7. Question:Can I make Notarial Certificate with no original documents on hand?

Answer:

No, Except for Non-Criminal Record, it is required to submit original documents for Notarization.

 

8. Question: Which language can the documents be translated into?

Answer:

  • English is most commonly used language on Notarial Certificate.

  • Other Languages commonly used are Japanese, Korean, German, Russian, Spainish, Portuguese, Italian, Arabic, etc.

  • If you would like to make your documents to be translated into other language, pls contact our service staff for more information.

  • Translation fee varies from Language to language, and from content to content.

 

9.    Question: What about fee structure for Notarization?

Answer:

Notarization fee includes below items:

  • Translation Fee (depending on language and content to be translated)

  • Testimony Fee

  • Notarization Fee

  • Extra copy Fee

  • Express fee (if need express service)

  • Service Charge

 

10. Question: What materials should I prepare and submit for notarization?

Answer:

  • Original Documents to be notarized

  • Copy of your passport personal page

  • Copy of your Visa

  • Copy of your Residence Permit

  • Copy of your Beichaka (备查卡)

  • Other required materials (Pls contact our service staff for more information)

 

11. Question: How long can I get the notarial Certificate?

Answer:

  • As for notarization of Certificate of Degree, Diploma Degree, Transcripts:

    Around 7-10 working days, from the date when we receive all required materials from the applicant.

  • For Non-Criminal Record:

    Around 15-20 working days, from the date when we receive all required materials from the applicant.

 

12. Question: Do I need make extra copy for notarial Certificate?

Answer:

  • Suggest you make extra 1 or 2 copies for each notarial certificate in case it is needed in the future for authentication or other purpose.

  • Some foreign embassies require 2 copies for authentication, and returns one copy back with stamp on. In such circumstance, you should make at least 2 or 3 copies of notarial certificate.

  • If you will not apply for authentication at this moment, you can make another extra one or two copies of notarial certificate. In case you need authentication in the near future, you can just submit the extra notarial certificate for authentication, no need to apply for notarial certificate again.

 

 

 

 

 

 

 

 

 

Part Two:About Authentication 

 

1.  Question:What are two typesof Authentication?

Answer:

There are two types of authentication in terms of Authentication body.

  • Single Authentication: Document is authenticatedby Consular Department of the Ministry of Foreign Affairs of China.

  • Dual Authentication: Document is authenticated by both Consular Department of the Ministry of ForeignAffairs of China and Foreign Embassy in China.

 

2. Question: Which type of Authentication should I apply for?

Answer:

It depends on:

  • Country where the authentication certificate is used.

  • Organization who requires Authenticated Certificate.

  • Purpose of the Authentication Certificate you will use it for.

 

3. Question: Which country requires Dual Authentication?

Answer:

  • Some countries require Dual Authentication compulsorily, such as Argentina, UAE, Australia, Pakistan, Brazil, Bulgaria, Peru, Ecuador, Russia, Philippine, Kazakhstan, Romania, Malaysia, Malta, USA, Morocco, South Africa, Thailand, Turkey, Venezuela, Uzbekistan, Spain, Singapore, Hungry, Vietnam, Iran, Israel, Indonesia, India, etc.

  • Please contact our service staff to get up-to-date information and to double confirm your requirement whether you have to apply for single authentication or Dual authentication. 

 

4. Question: How soon can I get Authenticated Certificate?

Answer:

Normally it takes 10-30 days for single authentication, and 20-60 days for dual authentication depending on efficiency of foreign embassy, from the date when we receive all required materials from the applicant.

 

5. Question: Authentication fee is high. Can I make Notarial Certificate only?

Answer:

Yes, You can.
